Tournament Rules

  1. Matches are all to be 7-minute halves with a 2-minute half time. Teams must be on the field and ready to play by the end of the two-minute period.

    In the event of a match being tied at the end of normal time, extra time will be played until a
    winner is determined. Extra time will be in periods of five minutes. After each period the teams
    will change ends without an interval. In extra time the Team which scores first will immediately
    be declared the winner without further play.  The Team that first kicked off will do so again in the
    first period of extra time, and subsequent kick-offs will alternate between the two sides.

  2. The tournament roster (maximum of 15 players and 3 coaches (which includes team managers), 1 medical and 1 media person) must be submitted prior to arrival at the CRC.
  3. The 12-person NCR Match Roster shall be submitted to the No. 4 table the game prior to kickoff.
  4. Teams playing in the stadium must report to the run-out tunnel 3 minutes before game time and be ready to run out when released by the referee coordinator.
  5. All matches are governed by the "Seven-a-Side Variations" to the current World Rugby Laws of the Game Rugby Union. There is a limit of 5 player movements in each match.
  6. Players may only play for one club in the tournament.  A team that uses an ineligible player will forfeit that match and be subject to additional disciplinary actions by NCR.
  7. ‍‍Yellow Cards will be 2 minutes; A player sent off (red card) during any match is ineligible for the remainder of the tournament, unless the red card is a result of two yellow cards in the same match AND one of the yellows was the result of a repeated team offense. All red cards shall be reported to the Match No. 4 Official and the National Committee.
  8. Players/teams wishing to appeal a red card will have 1 hour to appeal it by emailing Disciplineofficer@NCR.rugby and must provide video evidence.
  9. Kicks for goal / conversion kicks must be taken from within the pitch NOT on the outside of the dead ball line.
  10. After a try is scored, the conversion kick (must be a drop-kick) needs to be taken within 30 seconds of the try being scored.  After a team's conversion attempt, the same team restarts with a drop kick on or behind the centre of the half-way line. The restart kick must be taken within 30 seconds from the time a conversion has been taken or declined, or from the time a penalty goal or dropped goal is kicked.
  11. Any team arriving more than 2 minutes late to the scheduled coin toss time will lose the decision and the opposing team will make their selection
  12. Toss - The toss to decide who will kick off and to choose ends will take place at half time in the preceding match. For in-stadium games, the toss shall take place at halftime of game prior at the NCR tunnel. Outside the stadium, the toss shall take place at the No. 4 Table at halftime of the match prior.  The coin toss shall be conducted by the Referee Field Captain identified by the RED hat at the Tech Zone Tent/Tunnel.
  13. Team Jerseys - All teams should bring two sets of jerseys in two different colors. If you do not have two sets in different colors, notify info@ncr.rugby. Whether or not jerseys are conflicting will be determined by the referee. If they determine opposing jerseys aren’t different enough, and both teams have alternates, the winner of the coin toss will choose their preferred jersey. If only one team has an alternate, they will change jerseys to accommodate those without.

  14. All fifteen players may be on the field/Tech Zone Bench but only 12 players may be dressed to play (wearing team jersey). The remaining three must stay on the Technical Zone Bench unless two are designated as water carriers. All players in the Technical Zone are required to wear a colored bib.
  15. All players, coaches, and spectators must abide by the NCR Code of Conduct.
  16. Any acts of foul play will be reviewed under Regulations 17, 18, and 20 of the World Rugby as modified for 7s.

  17. NCR Medical Team and Dr. Lewis have final authority regarding injury assessment
    and “Return to Play” determinations.
